Professional Management – the Key to Sustainability of Healthcare
(Hotel Splendid − Budva, 18 – 21 June 2025)
The Jubilee XXX ECPD International Summer School on Management of Healthcare Institutions with the main topic "Professional management – the Key to Sustainability of Healthcare", organized by the European Center for Peace and Development of the United Nations University for Peace, was held from 18 to 21 June in Budva - Hotel "Splendid".
The School was opened with introductory speeches by Academician Prof. Dr. Negoslav Ostojić, ECPD Executive Director, Dr. Hans Henri P. Kluge, Director of the World Health Organization for Europe, Denmark, Academician Prof. Dr. Milan Nedeljković, President of the Serbian Medical Society, Faculty of Medicine, University of Belgrade, Prof. Dr. Miodrag Todorović, Co-Director of the School, Director of the "Panafricare" Clinic - Seychelles, Prof. Dr. Tina Bregant, Co-Director of the School, Faculty of Health "Angela Boškin" Ljubljana, former State Secretary in the Ministry of Health of Slovenia and Dr. Melita Vujnović, Special Advisor to the ECPD Executive Director.
Co-directors of this year's School were also Prof. Dr. Klaus-Dirk Henke, professor emeritus and long-term Head of Department of Health Economics and Health Management at the University of Berlin, Prof. Dr. Luca Rossi, Director of Department for International Cooperation, National Institute for Public Health of Italy and Prof. Dr. Thomas Lux, Director of Competence Center eHealth, Niederrhein University of Applied Sciences, Germany. Lectures were given by prominent international experts.
The Program was carried out through the following thematic sessions:
Basic Concepts and Practical Aspects of Management in Health Care
Digitalization and Possibilities of AI Applications in Health System Management
Human Resources as a Key Element of the Sustainability and Quality of Healthcare
Contemporary Models of Healthcare Financing - Experiences from Countries in Transition
Within the Program, thematic round tables and panel discussions were organized, aimed at considering comparative experiences in solving certain current issues in the healthcare systems of the countries in the Region. The Workshop: How to deal with conflicts - personal questionnaire and interpretation was also was held and was followed with great interest and engagement of the participants.
Upon completion of the education, participants were awarded with internationally and nationally accredited Certificates of the European Center for Peace and Development of the United Nations University for Peace, with a note that the Program was accredited as an International Seminar of the 1st category with 14 points for lecturers and 7 points for participants (Accreditation number A-1-291/25) by the Health Council of Serbia.
We wish to extend our sincere gratitude to all the lecturers and participants, who recognized the significance and potential of this International School as an important meeting point and place for exchanging experience of managers and other decision-makers in health care systems from the region of Southeast Europe.

Evropski centar za mir i razvoj Univerziteta za mir Ujedinjenih nacija organizovao je 22 i 23. maja 2025. godine u Sarajevu (Federacija BiH), u saradnji sa JU Zavod za bolesti ovisnosti kantona Sarajevo, XVI ECPD Međunarodnu specijalističku školu „Savremena dostignuća u prevenciji, lečenju i rehabilitaciji bolesti zavisnosti”. Vodeća tema ovogodišnjeg programa bila je „Adiktologija u vremenu i prostoru - sinergija društvene i stručne tranzicije“, odnosno fenomen društvene uslovljenosti bolesti zavisnosti, polazeći od toga da ovi značajni javno-zdravstveni, ali i društveni problemi, predstavljaju i dalje jedan od vodećih profesionalnih izazova za zdravstvene, prosvetne, socijalne radnike i druge profesije.
Školu su uvodnim izlaganjima otvorili prof. dr Zoran Zoričić, direktor Škole, voditelj Referentnog centra Ministarstva zdravstva Republike Hrvatske za ovisnosti, direktor Zavoda za alkoholizam i druge ovisnosti KBC „Sestre Milosrdnice“ Zagreb i Predsednik Hrvatskog društva za ovisnost, prof. dr Slavica Đukić Dejanović, predsednik Saveta škole, profesor emeritus ECPD Univerziteta za mir UN, raniji Ministar zdravlja i Ministar prosvete u Vladi Republike Srbije, gospodin Admir Katica, ministar unutrašnjih poslova Kantona Sarajevo, prim. dr Goran Čerkez, pomoćnik ministra za javno zdravlje u Ministarstvu zdravstva Federacije BiH i prof. dr Rasema Okić, direktorica JU Zavod za bolesti ovisnosti Kantona Sarajevo, predsednica Udruženja alkohologa i stručnjaka za druge ovisnosti u BiH.
Ova značajna Škola realizuje se u okviru Međunarodnog programa transfera sistema znanja ECPD Univerziteta za mir UN u oblasti medicinskih i biomedicinskih nauka. Cilj programa je savremeno objašnjenje biopsiho-sociološkog konteksta zavisnosti, razumevanje dinamike relacija unutar društva i porodice, odnosno uzročno-posledične povezanosti fenomena zavisnosti i društvenih promena, doprinos tzv. novih zavisnosti (bihevioralnih) vršnjačkom i porodičnom nasilju, kao i iskustva u uspostavi novih modela tretmana. Osim edukacije stručnjaka adiktologa za rad na ovom području kroz predavanja, trening radionice i primere dobre prakse, cilj je dodatno motivisati adiktologe, kao i druge stručnjake, za rad na ovom području. Isto tako, psihološki, sociološki i filozofski kontekst treba da doprinesu širini razumevanja ovog složenog društvenog i medicinskog fenomena.
Značajnu podršku održavanju Škole pružila je i ove godine Kompanija ALKALOID d.o.o., čiji su predstavnici održali prezentaciju na temu: „Bolesti zavisnosti - farmakoterapijske mogućnosti i klinička realnost“.
Škola je međunarodno i nacionalno akreditovana. Od strane Zdravstvenog saveta Srbije Program je akreditovan kao Međunarodni seminar 1. kategorije sa 14 bodova za predavače i 7 bodova za učesnike (Akreditacioni broj А-1-289/25). Na osnovu učešća u nastavi i stečenih znanja tokom rada Škole, polaznici su dobili međunarodno validan Certifikat ECPD Univerziteta za mir Ujedinjenih nacija.

Abstract:
This presentation is an insightful survey of the extraordinary life and provocative thought of the famous but controversial scientist and Jesuit priest Pierre Teilhard de Chardin (1881-1955). The focus is on both his significant geo-paleontological research at the famous fossil site of Peking Man at Zhoukoudian in China, and his bold ideas on evolution offered in his unique book The Phenomenon of Man (1938-1940). Teilhard was especially influenced by the writings of vitalist Henri Bergson, not by those of materialist Charles Darwin. As a process philosopher attempting to embrace both science and theology, he gave a comprehensive vision of our evolving species that challenged the basic traditional religious beliefs concerning the place of humankind within this dynamic universe. Essentially, Teilhard's worldview is grounded in a planetary, closed and mystical interpretation of human existence. His controversial beliefs had resulted in his having to endure a lifelong conflict with the superiors of the Roman Catholic Church; his major essays and three books were not allowed publication during his lifetime. Even today, Teilhard's unorthodox worldview is still a challenge to, and largely dismissed by, science and philosophy and theology.
Biography:
H. James Birx, Ph.D., D.Sc., received his doctorate degree with distinction in philosophy under Marvin Farber from the SUNY-University at Buffalo and is a permanent distinguished professor in the Faculty of Philology at the University of Belgrade. He has been an invited visiting scholar at the University of Cambridge and twice at Harvard University. His over 500 academic publications include Human Evolution, Interpreting Evolution, and the award-winning book Theories of Evolution, as well as both editing and contributing entries to the 2-volume 21st Century Anthropology, the 3-volume Encyclopedia of Time, and the award-winning 5-volume Encyclopedia of Anthropology. Birx's evolution research has taken him twice to the Galapagos Islands of Ecuador, the Wyoming Dinosaur Center in Thermopolis, USA, and the Koobi Fora site in Kenya, Africa. He is a Full Professor at the ECPD University for Peace established by the United Nations. His invited university lectures have taken him worldwide, from Australia, New Zealand, Canada and Mexico to Ireland, Germany, Poland and Russia. Birx is an interviewee on Frank Frost's 2-hour special PBS international documentary Teilhard: Visionary Scientist (2024-2026). In June 2025, with his art editor Branko Milicevic, he will give an invited PowerPoint presentation on Education & Evolution for the IAFOR Paris-Sorbonne University PCE #4.

ECPD University for Peace est. by the United Nations and EUPeace Sign Memorandum of Understanding to Strengthen Collaboration
The European Center for Peace and Development University for Peace est. by the United Nations and the European University for Peace, Justice, and Inclusive Societies, EUPeace have officially signed a Memorandum of Understanding, marking a significant step toward fostering cooperation in the fields of education, research, and development. This partnership underscores the shared commitment of both organisations to promote peace, development, and innovation through collaborative efforts.
EUPeace is dedicated to strengthening the enabling conditions for peace: understanding them better through research, nurturing them actively through education, and fostering them broadly through societal outreach and innovative practices. President of ECPD International Council
Dear ECPD UPEACE Members and Friends,
With profound grief and a heavy heart, we deeply regret to announce that our long-standing distinguished President of the ECPD International Council, close friend and prominent ECPD Professor, H.E. Federico Mayor Zaragoza, former long-time Director General of UNESCO, Founder and Chairman of The Foundation for a Culture of Peace, Minister of Education and Science of Spain, and the Rector of the University of Granada, passed away on December 19th, 2024.
Both at the level of our institution and for each of us, personally, it has been an honor and a privilege to enjoy the opportunity to work with such a brilliant personality as Professor Federico Mayor and to follow his wise guidance in a multitude of situations. His impressively rich career, which included the highest and most responsible positions throughout his life in helping build and fortify the new Spain as well as the European Union, giving a particular contribution to the reforms of the UN System, had also related to the Balkans over the most difficult years. He will be remembered, among all other of his formidable accomplishments, for his valuable contribution also to this part of Europe, as a great champion always striving for peace, tolerance, international cooperation, cherishing and preserving cultural heritage, solving disputes through diplomatic negotiations, and securing a brighter future for all peoples. Professor Federico Mayor Zaragoza actively supported The European Centre for Peace and Development of the University for Peace est. by the UN for many years and until his very last day.
Prof. Federico Mayor Zaragoza has been the most prominent President of the ECPD International Council since its establishment, as well as, the heart of many key institutions that have been crucial in shaping the contemporary world. On behalf of UNESCO, he has given the final leverage to the establishment of this international institution in Belgrade
Our thoughts and hearts go to our esteemed and beloved ECPD International Council President, whose great deeds will remain with us forever. He shall be truly and immeasurably missed in all our future activities, and shall never be forgotten.

THE SEVENTH INTERNATIONAL SILK ROAD ACADEMIC STUDIES SYMPOSIUM REPORT
PROGRAM
The Seventh International Silk Road Academic Studies Symposium was held in Tbilisi, the capital of Georgia, from June 6th to June 8th, 2024.
It was attended by 137 participants from 9 countries, in a blended format. The Symposium is organized every year by an international consortium of world-wide prestigious universities and institutions situated along the Silk Roads and headed by The European Centre for Peace and Development University for Peace est. by the United Nations.
Eminent ECPD Professors submitted papers at the Symposium, and among them were Prof. Dr. Nicolas Maclean, Prof. Dr. Andrew Smith, Prof. Dr. Paolo Sabbatini, Prof. Dr. Sven Maricic, Prof. Dr. Hakan Yalap, Ass. Prof. Milica Golubović Tasevska and Prof. Dr. Ljiljana Markovic (The Symposium Chair).
The host University of this year's Symposium was The University of Georgia, the most prestigious University in the Republic of Georgia, with more than 10,000 students, of which over half are international students. The Symposium offered the venue for numerous meetings pertaining to the details of the agreed-upon Master and Doctoral Studies in Culture Studies and Turkic Studies.

The Third Conference on Education
The Third Conference on Education was held in Paris, at the prestigious Maison de la Chimie, from 14th till 17th June 2024. Prof. Dr. Federico Mayor, the President of the ECPD International Council gave a brilliant speech at the Plenary Session which opened the Conference. The special Keynote Address was entitled Educating for Peace: A Call to Action for ‘We the Peoples’.
The ECPD was represented after that at another plenary event, The Moderated Panel Discussion, at which Prof. Dr. Ljiljana Markovic spoke on ‘Educating for Peace’. The Panel was moderated by Prof. Dr. Anne Boddington, and the other two distinguished speakers were Prof. Dr. Jun Arima of IAFOR and Tokyo University and Prof. Dr. Takehiro Kano of UNESCO Paris.
Prof.Dr. Ljiljana Markovic also spoke at the Closing Session of the Conference summarizing its excellent results. The Conference gathered interdisciplinary contributions from 362 presenters from 63 countries, representing 275 institutions from all over the world.
The Fourth Paris Conference on Education shall be held, it was concluded, on June 10th till 13th 2025.
