XXV JUBILARNA ECPD MEĐUNARODNA LETNJA ŠKOLA
MENADŽMENT ZDRAVSTVENIH INSTITUCIJA

U SVETLU ISKUSTVA SA PANDEMIJOM COVID-19

Evropski centar za mir i razvoj Univerziteta za mir Ujedinjenih nacija (ECPD) organizovao je od XXV jubilarnu ECPD Međunarodnu letnju školu „Menadžment zdravstvenih institucija“ sa glavnom temom „Upravljanje krizama i vanrednim situacijama u zdravstvu u svetlu iskustva sa pandemijom COVID-19”, koja je održana od 14 do 18. septembra 2020. godine u Budvi (Hotel „Splendid“).
XXV Međunarodna škola nastavila je kontinuitet u izučavanju aktuelnih tema u oblasti zdravstvenog menadžmenta i zdravstvene ekonomije, kao i tradiciju okupljanja menadžera i drugih donosioca odluka u sistemima zdravstvene zaštite iz regiona Jugoistočne Evrope.
Glavne teme Programa su bile:
· Iskustva nacionalnih zdravstvenih sistema u suočavanju sa COVID-19
· Aktuelni trendovi i moguće reforme zdravstvenih sistema posle ovogodišnjeg iskustva sa pandemijom COVID-19
· Novi način upravljanja i liderstva u zdravstvu kao deo izlazne strategije iz COVID-19
· Koronavirus u zdravstvenoj i bezbednosnoj arhitekturi savremenog sveta i vremena kroz prizmu balkanske svakodnevice: iskustva i izazovi
· Postojeći i novi načini finansiranja zdravstva i odnos društva prema zdravstvenim rizicima
· Sekuritizacija zdravlja, infektivni agensi i novi pristup problemu bioterorizma u ogledalu COVID-19
· Organizovanje prenatalne zaštite u uslovima Pandemije COVID-19
· Krizna komunikacija i COVID-19: istine i zablude i druge teme.
Ovogodišnja Škola je bila fokusirana na inovacije u reformama i u finansiranju zdravstvenog sistema, kojima bi se između ostalog prevenirali rizici i posledice izazova poput pandemija i globalnih katastrofa, sa regionalnim i lokalnim impaktom na zdravlje ljudi i ekonomiju zajednica. Poseban naglasak je bio stavljen na pripremu realnih, sveobuhvatnih i uravnoteženih zdravstvenih politika, strategija i koordinacinih planova, kao i na pripremu kvalitetnog, pravednog, racionalnog i izvodljivog paketa zaštite, sa naročitim osvrtom na zemlje regiona Jugoistočne Evrope.
Predavanja su održali: Prof. dr Luca Rosi, Nacionalni institut za javno zdravlje Italije, Rim, Prof. dr Tihomir Domazet, Direktor Škole i Direktor Međunarodne mreže ECPD, Prof. dr Zvonimir Šostar, Ravnatelj Nastavnog zavoda za javno zdravstvo „Dr. Andrija Štampar“, Zagreb, Prof. dr Verica Jovanović, Direktor Istituta za javno zdravlje Srbije „Dr Milan Jovanović Batut“, Prof. dr Miodrag Todorović, dugogodišnji Direktor Ministarstva zdravlja Sejšela i Direktor „Panafricare“, Sejšeli, Prof. dr Elizabeta Ristanović, Medicinski fakultet Vojnomedicinske akademije (VMA), Univerzitet odbrane u Beogradu, Prof. dr Snežana Rakić, dugogodišnji Direktor GAK „Narodni front“, Beograd, Prof. dr Nebojša Kavarić, Regionalni koordinator ECPD za zdravstvene i ekološke studije i drugi.
Na osnovu učešća u nastavi i stečenih znanja i veština tokom rada Škole, polaznici su dobili međunarodno validan Certifikat Evropskog centra za mir i razvoj Univerziteta za mir Ujedinjenih nacija.
ECPD MEĐUNARODNI SPECIJALISTIČKI PROGRAM
HIPERBARIČNA MEDICINA
(Beograd, 5 – 9. oktobar 2020.)
Evropski centar za mir i razvoj Univerziteta za mir Ujedinjenih nacija (ECPD) organizovao je od 5 do 9. oktobra 2020. godine u Beogradu ECPD Međunarodni specijalistički program „Hiperbarična medicina“.
Ovaj program edukacije imaо је za cilj sticanje znanja iz oblasti hiperbarične medicine, sa posebnim fokusom na indikacije, kontraindikacije i moguće toksične efekte primene kiseonika u hiperbaričnim uslovima, kao i efekte primene hiperbarične oksigenacije u prevenciji i lečenju različitih patoloških stanja. Program je afirmisao značaj hiperbarične terapije kao dela multidisciplinarnog pristupa u lečenju kardivaskularnih oboljenja, dijabetesa, sistemskih bolesti, radionekroza, u neurologiji i drugim oblastima. Posebna pažnja je posvećena značaju primene ove terapije u pripremi i rehabilitaciji sportista.
Ko-direktori programa su bili prim. dr med. Miodrag Živković, istaknuti specijalista za pomorsku, hiperbaričnu i podvodnu medicinu, HBO Medical Center, Beograd, prof. dr Vladimir Jakovljević, Dekan Fakulteta medicinskih nauka Univerziteta u Kragujevcu i prof. dr Vujadin Mujović, Medicinski fakultet Univerziteta u Beogradu. Predavači su bili istaknuti eksperti iz ove oblasti: Prof. dr Uroš Zoranović, VMA, Beograd, Prof. dr Dejan Čubrilo, Fakultet za sport, Novi Sad, Doc. dr Veljko Todorović, VMA, Beograd, Doc. dr Vladimir Živković, Medicinski fakultet Univerziteta u Kragujevcu, Doc. dr Branislav Baškot, Beograd, Dr Aleksandar Gajić, Zavod za fizikalnu medicinu i rehabilitaciju „Dr Miroslav Zotović“, Banja Luka, Dr Suzana Milutinović, Urgentni centar KCS, Beograd, Ing. Rajko Bulajić, Mihajilo Pupin, Beograd i drugi.
Nastavni program obuhvatio je sledeće glavne teme:
· Istorija razvoja hiperbarične medicine
· Istorija razvoja hiperbaričnih komora
· Hipoksija – biohemijski aspekti
· Hiperoksija – biohemijski aspekti, toksični aspekti
· Fiziološki osnov za primenu hiperbarične oksigenacije
· Indikacije, kontraindikacije i komplikacije
· Urgentna primena hiperbarične oksigenacije
· Hiperbarična oksigenacija u internoj medicini (u kardiologiji, reumatologiji, endokrinologiji)
· Hiperbarična oksigenacija u onkologiji, hirurgiji, ortopediji, neurologiji i psihijatriji, oftalmologiji i ORL, sportskoj medicine
· Karakteristike i tehnika obrade i toaleta hroničnih rana vaskularnog porekla u sklopu HBO tretmana
· Interakcije lekova i HBO
· Praktičan rad sa jednomesnim kiseoničnim komorama i druge teme.
Na osnovu učešća u nastavi i stečenih znanja i veština tokom rada Škole, polaznici su dobili međunarodno validan Certifikat Evropskog centra za mir i razvoj Univerziteta za mir Ujedinjenih nacija.
WOLFGANG WOLTE
a champion of European integration, peace and tolerance
It is with deep sadness that we bid farewell to Ambassador Dr. Wolfgang Wolte who passed away on 24 June 2020. With his death, we lost a distinguished long-standing member of the ECPD Council and a close friend of ECPD who provided strong support to the institution from the very foundation. It was upon the proposal of Ambassador Wolte that ECPD launched a program “The Balkans in the 21st century”- Ways Leading to Peace and Stability in the Balkans” under which umbrella numerous research projects and educational programs were implemented and the ECPD international permanent study group was established in 2001. This Group of experts, chaired by Ambassador Wolte, was focused on studying inter-ethnic relations and giving recommendations and suggestions to the governments of the countries across the Balkan region and European Commission in Brussels for resolution of the burning problems in the Balkans.
As Austria’s first ambassador to the forerunner of the European Union between 1987 and 1993 in Brussels, Wolte was instrumental in preparing Austria’s entry into the EU on January 1995. He was also ambassador to China from 1980 to 1986. Throughout his life, he was passionate about European integration and the European peace project. Ambassador Wolte is considered to be, as Foreign Minister Alexander Schallenberg said, “ a pioneer of Austria’s EU accession“ and the diplomat who “shaped Austria’s European policy like no other Austrian and strengthened the spirit of European cooperation”.
Members of the ECPD Council, faculty and other friends of ECPD sincerely mourn his loss, and feel close to his wife Ursula and his daughters. He will be greatly missed and remain in our memories forever.
Dear ECPD Postgraduate Students, Partners, Members and Friends.
It is with deep regret and profound sadness that I announce the passing away of our distinguished member of the ECPD Academic Council and long-standing Full Professor, Academician Prof. Dr. Dragutin Zelenović who gave his enormous contribution both in the process of foundation and in the work, development and affirmation of this international educational and research organisation. During his impressively rich career, Academician Zelenović held many high positions, being, inter alia, a Member of the Presidency of Yugoslavia, Serbia's first prime minister, rector of the University of Novi Sad which thanks to him became a modern campus 50 years ago and a member of the Serbian Academy of Sciences and Arts. He is an author of numerous books, monographs, studies and articles published in Serbian, English, German, Russian, Chinese and many other languages in different countries.
Academician Zelenović was buried today in family's cemetery plot surrounded by his close family members. A commemoration ceremony to honour the life and work of this brilliant scientist, professor and high-ranking Yugoslav and Serbian functionary is to be organised after the coronavirus pandemic is put under control.
Academician Dragutin Zelenović and his wisdom, knowledge and dedication to ECPD will be greatly missed and fondly remembered.
With the death of Idriss Jazairy, we lost a champion of human rights, and a close friend of ECPD.
Ambassador Idriss Jazairy was an Algerian of international and global stature. He was a graduate of Queen’s College, Oxford University (UK), of the École Nationale d’Administration (France) and of the Kennedy School of Government of Harvard University (USA), three leading places for international leadership. His was equally at ease in his posts of diplomat, international administrator and NGO leader. He has been successively Presidential Adviser under President Houari Boumedienne for 7 years and later Algeria’s Ambassador to Belgium, the USA, the Holy See, and Permanent Representative to the UN Office in Geneva. As a representative of Algeria, he was in particular a founding member of UNCTAD and the Human Rights Council. In 1984, he was elected president of IFAD, a Rome-based UN Specialized Agency, and was later re-elected for a second term. Ambassador Jazairy was the President of the Conference on Disarmament in 2009 and the President of the Council of the International Organization for Migration (IOM) in 2010. As a member of civil society, he was the Executive Director of ACORD, an international consortium of NGOs (including Oxfam, Novib, CCFD, etc.), then headquartered in London and devoted to the protection and empowerment of victims of poverty and civil strife in Africa. From 1995 to 1998, he was also a member of the board of CARE/USA.
His last position was the Special Rapporteur of the UN Human Rights Council on unilateral coercive measures and the Executive Director of the Geneva Centre for Human Rights Advancement and Global Dialogue. Idriss Jazairy has authored or co-authored several publications, including a book entitled “The State of World Rural Poverty: An Inquiry into its Causes and Consequences” (New York University Press, 1992, 570 pages), a chapter entitled “The Role of Regional Groups and Coordinators: A Case Study – The African Group”, in Lars Müller (Ed.), The First 365 Days of the United Nations Human Rights Council, 2007, and his most recent book “In Defence of Special Procedures of the Human Rights Council: An Alternative Narrative From the South” (Geneva Centre for Human Rights Advancement and Global Dialogue, 2015, 82 pages). He has also published articles on current affairs in the international press.
He was closely related to the activities of the European Center for Peace and Development University for Peace est. by the United Nations (ECPD) as a prominent Professor and Member of the Academic Board, and he was a source of inspiration with his many interventions at the ECPD Annual Forum, for many years. He always defended the use of law for international relations, and he spoke eloquently on the rights of the countries of the South of the world. He was a strong defendant of multilateralIsm and international cooperation. With him we lose a man of great empathy, intellectual height, with human dimension, simple and aristocratic at the same time.
ECPD mourns his loss, and we are all close to his brilliant wife, Homeyra, and to his family. He will be in our memories for ever.
ECPD is going to be represented at the II International Scientific Forum “Russia, Europe, Asia: Digitalization of the Global Space” by Professor Jonathan Bradley, President of the Executive Board, Professor Roberto Savio, Responsible for International Relations and Professor Boris Schmelev, Member of the Executive Board.
