We have the pleasure to invite you to take part in the work of Twenty third ECPD International Summer School of Management of Health Care Institutions (hereinafter: School), devoted to a highly topical issue: Wasteful Spending on Health and Solutions. This year’s ECPD International Summer School continues the studying of current topics in the field of health management and health economics and extends the tradition of gathering health managers and other decision makers in health care systems from the region of South-east and Central Europe.

Directors of this year’s Summer School is Prof. Dr. Dušan Keber, former Minister of Health of Slovenia and long-standing General Director of the University Medical Centre Ljubljana, prominent international expert with extensive experience in this field across the region of Southeast Europe, while the Co-Directors are Prof. Dr. Klaus-Dirk Henke, Chair of Health Economics and Health Management, University of Berlin, Prof. Dr. Ana Stavljenić Rukavina, Vice-Rector of the Libertas International University, Zagreb, former Minister of Health of Croatia, Prof. Dr. Jeffrey Levett, National School of Public Health, Greece and Ass. Prof. Dr. Nebojša Kavarić, ECPD Regional Coordinator for the Health and Environmental Programs. The President of the School Council is Prof. Dr. Đorđe Jakovljević, Founder and long-standing Director of this ECPD International Summer School.

Health care systems in OECD countries continue to improve health and increase life expectancy. Yet, the financial cost is high and countries struggle to meet the demands for more spending. New treatments are often expensive and ageing populations have ever greater needs. A significant share of health spending in OECD countries is at best ineffective and at worst, wasteful.

Ÿ  One in ten patients is harmed unnecessarily at the point of care

Ÿ  More than 10% of hospital expenditure goes to correcting preventable medical mistakes or infections that people catch in hospitals

Ÿ  One in three babies instead of one in seven is delivered by C- section

Ÿ  The market penetration of generic pharmaceuticals ranges between 10-80%

Ÿ  At least one in five emergency department visits as inappropriate

Ÿ  The costs of administering health systems vary remarkably between countries

Ÿ  On average, the loss to fraud and error is more than 6% of health expenditure

Wasteful spending can be tackled. Evidence suggests that up to one-fifth of health spending could be channelled towards better use. Actions to tackle wasteful spending are needed in the delivery of care, the management and organisation of health services and in the governance of health care systems. Strategies to curb wasteful spending reflect two principles:

Ÿ  Stop spending on things that do not improve health;

Ÿ  Swap inputs and change approaches when less pricy alternatives of equal value exist.

We believe that the program of this year’s Summer School that will cover a wide range of very actual and significant topics is dedicated to these challenges rightfully.

 

Program

The main topics of the School include:

(i)    Ineffective spending and waste in health care systems: Overview

(ii)  Wasteful clinical care: problems and solutions

·       Low-value care and adverse events in health care

·       Initiatives to prevent and mitigate wasteful clinical care

·       Common instances of overdiagnosis or overtreatment

·       Avoiding unnecessary surgeries and clinical procedures

·       Reducing risk of hospital infections 

·       Substituting physicians with nurses for chronic patient management

·       Replacing expensive treatments with cheaper alternatives

·       Use of Health Technology Assessment to reduce low-value care

·       Use of financial incentives to reduce low-value care and adverse events

·       Enabling patients to recognise unsafe, ineffective or inappropriate care

(iii)Promoting rational use of antimicrobials and other pharmaceuticals

·     Inappropriate use of antimicrobials and other pharmaceuticals

·     Tackling inappropriate use of antimicrobials and other pharmaceuticals

·     Generic drug substitution

·     Dealing with the problem of extremely expensive drugs

Aim of the School

Learning aims are:

•     In-depth familiarizing participants with the causes of wasteful spending on health (health errors, unnecessary and excessive use of medicines and other health services, low penetration of generic drugs, corruption, non-stimulating payment of services, protracted introduction of cheaper methods of treatment)

         Open presentation of the examples of bad practice of wasteful spending on health in the countries of the Western Balkans and other European countries

         Familiarizing participants with the methods how to curb wasteful spending on health worldwide

         Examples of good practice in the countries of the Western Balkans and other European countries

         Change of the health regulations in the countries of the Western Balkans and other European countries during the past five years

 

School Organization

The lectures are held each working day, from 9 a.m. to 3 p.m. Apart from the theoretical presentations by the lectures, in the framework of each topic there will be panel discussions and case studies.

Upon completion of the School, the School participants will be provided with course handouts necessary for effective lecture attendance and study, as well as all authorized presentations. In order to enable participants to master the lectures successfully, simultaneous translation will be provided.

 

School Certificate

Based on participation during the classes and acquired managerial knowledge and skills during the work of the School, the participants will receive an internationally valid and accredited Certificate of the European Center for Peace and Development (ECPD) University for Peace established by the United Nations.

Hotel Accommodation

The School participants are provided accommodation at the Hotel “Splendid” in Bečići (www. montenegrostars.com, tel: +382 33 773 777), at preferential rates. Accommodation on a half-board basis will be charged at the reduced price of
